The Australian Health Practitioner Regulation Agency (Ahpra) works in partnership with 15 National Boards to implement the national regulatory scheme for health professionals. The purpose of health practitioner regulation is to protect the public by ensuring that only health practitioners who have the skills, qualifications, and knowledge to provide safe care are registered. 

We have a full time, ongoing opportunity based in our Melbourne office working a hybrid arrangement. 

Ahpra is seeking a detail-oriented and strategic Procurement Licensing Analyst to join our IT Partnerships and Innovation team. This role is pivotal in ensuring the effective utilisation, compliance, and governance of licensed software across the organisation.

Reporting to the National Director, IT Partnerships & Innovation, this role will work closely with IT Performance Management, Vendor & Contract Management, Solution Architects, and project teams to embed licensing considerations into solution designs and procurement decisions—helping to manage costs, mitigate risks, and support Ahpra’s digital transformation.

As a Procurement Licensing Analyst you will:

  • Analyse Ahpra’s current software licensing landscape and provide insights to inform strategic decisions.
  • Maintain accurate records of all software licenses (on-premises, cloud, hybrid) using approved asset management systems.
  • Collaborate with Finance & Risk, and People & Culture teams to forecast licensing needs and align purchases with business priorities.
  • Develop and enforce licensing governance policies, standards, and procedures.
  • Monitor compliance with vendor agreements and internal procurement guidelines.
  • Identify and mitigate risks related to non-compliance, underutilisation, or financial penalties.
  • Interpret license terms in vendor contracts and ensure deliverables are met.
  • Provide licensing advice during IT solution design and procurement stages.
  • Deliver clear reports and dashboards on licensing status, compliance, and spend.
  • Prepare documentation for internal audits, external reviews, and vendor audits.
  • Promote ethical licensing practices and raise awareness of compliance impacts.
  • Build strong relationships with internal stakeholders and external vendors.

About You

You are a proactive analyst with a strong understanding of software licensing and procurement. You enjoy working across teams to solve complex problems and ensure compliance while delivering value for money.

As the ideal candidate, you will demonstrate the following:

  • Relevant tertiary qualifications and/or equivalent experience in business, IT, computer science, or a related discipline.
  • Demonstrated experience in IT, compliance, or finance operations.
  • Strong understanding of SaaS licensing, subscriptions, and cloud procurement.
  • Experience managing Salesforce and Microsoft licensing models (highly desirable).
  • Advanced skills in MS Excel, Power BI, and reporting tools.
  • Excellent communication and stakeholder engagement skills.
  • Ability to deliver outcomes in complex projects and influence senior stakeholders.
